Property set is a new feature came with Jdeveloper 11g.
It is a named Collection of Properties in Key & Value Pair.
Usually we see this option on Attribute level for a particular EO/VO.
I found that it is used for generating some Tooltips like error messages & hints on attributes during runtime.
